War date promotion Warrant for a Veteran Reserve Corps soldier signed by Surgeon General Joseph K.Barnes. He was an American physician and the 12th Surgeon General of the United States Army (1864–82). This promotion is for Sergeant Richard Merrill. Also signed by Col. J. Simpson, U.S.A. Medical Director. Barnes war date material is scarce. Barnes was quite a medical officer and was the attending surgeon at some of the most historic political assassinations.
