Dated "9/1890" this rare military execution pass is for Private Gaylord of the Nebraska National Guard (researched "Colonel Sweet"), which is just a few months away from being ordered out to help quell the up-rising at the Pine Ridge Agency by protecting the border. Corner repaired a long time ago with what appears to be stamp mounts (very thin) and there is some stains as shown in the scan. That being said, how often do you see an execution pass?! Measures 4" x 3" and would display nicely.
